UI Integrity Center Webinar: Data Analytics and Predictive Modeling

The NASWA UI Integrity Center has funded the development of a data analytics and predictive modeling tool for improving fraud detection and enhancing UI integrity. Elder Research, Inc. through a contract with the New York State Department of Labor, developed and piloted this tool in Idaho and New York. This webinar will give states an opportunity to view the capabilities of this tool, and to hear from Elder how the tool has been utilized in an operational setting.  

Please join us on Thursday, November 30, at 1 p.m. (Eastern) for a one hour preview of this new tool.

The A&F Committee works to provide the most accurate and updated information on how changes in legislation and policy impact state workforce agencies and the programs they administer. This is accomplished through the use of survey tools and data analysis and ensures legislators and states are fully informed regarding funding levels for workforce and training programs.

The Agenda for this meeting will be available later in October.  Issues to be discussed include the status for FY 18 federal funding and state funding allocations.

NLx Steering Committee Meeting

The National Labor Exchange (NLx) is a sophisticated electronic labor-exchange network, created in 2007 in a partnership agreement between NASWA and DirectEmployers Association. This is an unprecedented public-private partnership that leverages private non-profit-owned technology with existing state workforce agency resources.

The mission of the NLx is to provide the most accurate and comprehensive collection of real online job openings in order to achieve the highest level of efficiency for the nation's labor exchange – at no additional cost to state workforce agencies, employers and job seekers.

The NLx Steering Committee consists of ten employer representatives and ten state workforce agency representatives. It meets in-person twice a year, with most work accomplished via conference calls and emails. The NLx Steering Committee provides guidance and input on all programmatic and operations issues to this important initiative.
 



UI Directors' Conference & IT/Legal Issues Forum

Hosted by the Florida Department of Economic Opportunity, the National Association of State Workforce Agencies (NASWA) held its 2017 National Unemployment Insurance Directors' Conference and IT/Legal Issues Forum from November 6-8 in Orlando, Florida. Almost 340 people participated in the conference with representation from 49 states and the District of Columbia.

Workforce Connect Phase III Planning Session

Thank you for in participating in the Workforce Connect project with USDOL and NASWA/ITSC. This collaborative project will provide states with advanced functionality to better assist job seekers with planning and strategy development for their next career opportunity. The IT tools developed through this effort will be available for all states to take advantage of, and as a participating state you will be able to help shape the capabilities and functionality of these tools.

During this second in-person Planning Session October 17-19, 2017, state teams and partners will focus on development of business requirements for an Integrated Common Case Management System. ITSC is looking for participation of a team of five from each Workforce Connect state that represents a good cross section of your WIOA (Title I, II, III, IV) partners, who can best articulate your vision, wants and needs associated with the requirements and development of a common integrated case management system, for potential use across all partner programs. Your teams will be responsible for development of requirements to accommodate each state partner, and informing the ITSC team of commonality and configuration needs associated with the system and its design.

State attendees for this session should be thought leaders from your state with a strong base of understanding on WIOA and case management, reemployment strategies and plans, and technologies.

WORKFORCE SUMMIT / 81st Annual Meeting

The Workforce Summit | 81st Annual Meeting was held in Coeur d'Alene, Idaho October 11 - 12, 2017. This year saw higher attendance than last year, with almost 300 attendees participating in the conference from 43 states, plus the District of Columbia and Guam. 

The Keynote speaker was Brad Smith, President and Chief Legal Officer of Microsoft and many of the nation's governor-appointed workforce agency leaders and their key staff were in attendance. Representatives from employers across the country participated in the conference, including Grifols, Amazon, McCain Foods, LinkedIn, Georgia Power and many others were there. There were also 18 sponsor-exhibitors present at the conference. Ninety-eight percent of attendees responded that they thought the conference was definitely worth attending.

2017 Veterans Conference

Almost 500 people attended NASWA's Fourth Annual Veterans Conference August 16-18 in Washington DC. The agenda included four keynote speakers and 24 different workshops that covered such varying topics as credentialing, apprenticeship, transitioning from military to civilian life, LGBTQ issues, Veterans courts, and helping employers understand military culture. Thanks to everyone who attended, was a featured speaker, presenter or panelist, and contributed to the event's success.

UI 101 Training for Vendors

This course is designed to familiarize information technology professionals and other project staff with the concepts, laws, administrative regulations, and business processes of the Unemployment Insurance (UI) program.  It introduces participants to the basics of UI Tax, Benefits and Appeals regulations and processes at both the national and state level.  The course starts with a brief overview of the history and purpose of the UI program and describes how UI benefits and administrative costs are funded. 

Participants will gain an understanding of the employer’s role in the UI system, including: establishment of an employer account; the reporting of quarterly wages and payment of taxes; how employer rates and charging of benefits are determined; and various enforcement activities within the UI Tax program. The instructors walk participants through the various steps in filing a claim including calculations for a monetary benefit amount and determining claimants’ eligibility for benefits. The training also includes a description of different claim types; UI claimant and employer appeal rights; overpayment determination; adjustments; and fraud issues.  The training concludes with an overview of required UI performance measures and Federal and Non-Federal reporting. 



Veterans Committee Meeting

The mission of the NASWA Veterans Committee is to advise State Workforce Administrators on issues related to workforce programs for Veterans, primarily the Disabled Veterans Outreach Program (DVOP), the Local Veterans Employment Representative (LVER) program, Wagner-Peyser Act program, and Priority of Service for Veterans requirements for U.S. Department of Labor employment and training programs. The Committee provides a forum for state Veteran program leaders to discuss policy and procedure, share promising practices, and hear about pending legislation. The U.S. Department of Labor Veterans Employment and Training Service (VETS) considers the NASWA Veterans Affairs Committee a primary partner in developing policy and procedures for the DVOP and LVER programs.

SIDES Training Seminar

The 2017 State Information Data Exchange System (SIDES) Training Seminar is a gathering for state unemployment insurance professionals and employers/third party administrators who are partnering with SIDES to ensure UI program integrity. The training seminar will highlight best practices used for both process and technological solutions.  Some of the workshop topics will include the effort for implementing additional SIDES exchanges, state strategies for engaging employer participation in SIDES, dos and don’ts of implementing the SIDES single sign on option, and fact finding 101 for employers and TPAs.  Attendance is encouraged for UI Directors, UI benefit managers, adjudication managers, state and employer/TPA SIDES liaisons, SIDES IT system analysts and programmers and other appropriate staff as determined by states and employers.

 

ETA recognizes the importance that states attend this Seminar to increase the consistency and use of the SIDES system.  The National Association of State Workforce Agencies (NASWA), will provide up to $2,000 to each participating state to help cover travel costs.

First meeting of the Veterans’ Affairs Committee for the association year. Will meet with USDOL VETS national and regional leadership, discuss policy, funding, legislation, and share state promising practices & initiatives. Will also work on plans for 2017 Veterans Conference in Washington DC.
