Background on NASWA

The National Association of State Workforce Agencies (NASWA) is the national organization representing all 50 state workforce agencies, D.C. and U.S. territories. These agencies deliver training, employment, career, and business services, in addition to administering the unemployment insurance (UI), veteran reemployment, and labor market information programs. NASWA provides policy expertise, shares promising state practices, and promotes state innovation and leadership in workforce development.

One of the projects managed by the NASWA UI Integrity Center is the operation and continued development of the UI Integrity Data Hub (IDH). The IDH allows participating states to submit UI claims data for cross-matching, alerting, and analysis. The IDH project team is seeking a Data Analyst Team Lead to provide support for the development of ongoing reporting functions and analysis of UI claims data. This role is expected lead a team of analysts providing analysis of UI claims data and other related data, development of reports and dashboards, and development and reporting of project Key Performance Indicators (KPIs). The role will also work with the IDH project team and stakeholders to address data quality issues and communicate anomalies indicating potential UI fraud.

Background on CESER

The Center for Employment Security Education and Research (CESER) is the leading education, research and information technology center focused on workforce development and unemployment insurance issues offering services to a diverse group of stakeholders, most notably state workforce agencies and their federal partners.

Position Overview

The Data Analyst Team Lead will work alongside the IDH Engineering Manager to lead the efforts of a data analysis team engaged in providing data related support, data analysis, research, data management, and data reporting along with developing KPI metrics. The Data Analyst Team Lead will coordinate efforts to troubleshoot and investigate data anomalies and issues along with working directly with the data engineers to resolve any issues. The Data Analyst Team Lead will support NASWA software developers, solution architects, and data/program analysts on data analysis and reporting initiatives. The Data Analyst Team Lead will also work closely with State UI representatives to review data analysis results and resolve data quality issues.

Roles and Responsibilities

  • Lead and manage a team of data analysts in performing various functions including, but not limited to investigative analysis, data quality, and KPI reporting.
  • Work with team members to understand database structure and IDH business processes.
  • Lead and contribute to extensive ad-hoc analysis, data validation, and quality assurance within large datasets using SQL tools. Organize and lead meetings with the IDH data analysis team as well as business and operational data owners.
  • Coordinate communication between business users and the IDH project team, balancing requirements and team resources to solve business problems utilizing agile methodologies.
  • Design and develop tabular and/or visualization reports, dashboards for key project KPIs, data quality, and identification of potential fraud.
  • Understand stakeholder data quality while recommending data validation automation strategies to proactively catch data integrity issues.
  • Identify opportunities to improve data and business processes utilizing R or Python.
  • Proactively track, troubleshoot, and resolve data issues with State UI representatives.

Required Competencies

  • Bachelor’s degree from an accredited institution.
  • 3-5 years management/team leadership experience.
  • 7 years of experience in an analytical role with a heavy focus on querying data, analyzing and clearly presenting analyses to stakeholders across the organization.
  • 3-5 years of experience in developing complex SQL queries.
  • Experience designing reports and dashboards in Tableau.
  • Previous experience managing day-to-day activities of a data analytics team in an agile environment.
  • Ability to lead timeboxed iterations on work items of a data team including ad-hoc research projects through problem declaration, investigation, and recommendations
  • Ability to clearly explain findings from complex analyses in case studies and presentations.
  • Strong presentation and communication skills.
  • Experience supporting and working with cross-functional teams in a dynamic environment.
  • Candidates must have a consistently respectful and professional demeanor toward colleagues, members of the Association, visitors, guests, callers, stakeholders, and vendors. They also must have the ability to develop collaborative partnerships with Project Managers, IT professionals, and stakeholders.
  • Candidates must have effective time and task management skills, paying close attention to detail, and keeping errors to a minimum. They must be punctual, reliable, responsible, composed, honest, ethical, tolerant of differences, and flexible.
  • Candidates must also be comfortable working on a virtual team.

Desired Competencies

  • Experience with BI tools such as Tableau, Looker, or equivalent.
  • Experience working with databases such as MySQL, PostgreSQL, AWS Redshift, or equivalent.
  • Experience in the fraud or investigative domain utilizing detection techniques such as link analysis or visualization of graph databases.
  • Ability to translate between technical metrics and business KPIs and act as a bridge between technical and non-technical internal stakeholders.
  • Experience in utilizing JIRA as a work management tool
  • Experience with R or Python is highly desirable.

Relevant Experience Required

  • 7+ years of data analysis and reporting.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Solid organizational skills including attention to detail and multi-tasking skills.
  • Strong working knowledge of Microsoft Office.

Education

  • Bachelor’s degree in Computer Science, Statistics, Informatics, Information Systems or another quantitative field required. Data analysis certifications.
  • Master’s degree preferred.

    • Salary Range: $85,000 - $110,000/per year commensurate on skills, experience

    • Travel Requirements: There is no travel at this time due to the pandemic. Once it is deemed safe to travel, quarterly travel (approximately 10%) around the United States (and possibly US territories) for working sessions.
