WORKFORCE PROGRAM MANAGER OF WORK-BASED LEARNING PROGRAMS

The Work-Based Learning Program Manager is responsible for the oversite and administration of grant programs that support the expansion of internships, on-the job training, apprenticeships, and other workforce strategies to support job seekers and employers in Illinois. The Program Manger will be responsible for all aspects of the work-based learning grant opportunities established by the Illinois Department of Commerce’s Office of Employment and Training (OET) funded by the federal Workforce Innovation and Opportunity Act (WIOA) Act and other sources. The ideal candidate will have the ability design and implement grant programs that will increase the number of students and workers that are placed in internships, on-the-job training programs, apprenticeships to support the workforce needs of Illinois’ businesses and communities. Job Responsibilities


  • (35%) 1. Performs effective management of the statewide Work Based Learning Programs including apprenticeships.
  • (15%) 2. Prepares program budgeting projections.
  • (15%) 3. Serves as working supervisor.
  • (15%) 4. Identifies opportunities to integrate programs with other economic development programs available to businesses and employers.
  • (10%) 5. Provides direction in developing projects and provides specialized technical assistance to recipients of grant awards throughout the state on issues related Work Based Learning and workforce programs.
  • (05%) 6. Design special workforce-related projects and initiatives, assists with WIOA programs.
  • (05%) 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications


  1. Requires knowledge, skill and experience equivalent to completion of four years college with courses in business administration or related field, preferably with courses in public administration, human/social services, business, or closely related fields of study.
  2. Requires three years professional experience in public sector program administration.

 

Knowledge, Skills, and Abilities


  1.  Prefer four years of progressive professional experience in planning, design, and management of a workforce, human services, or work-based learning grant program.
  2. Skills to develop program policies, procedures, and funding application document to support grant program.
  3. Skills to develop and deliver public presentations in a variety of settings.
  4. Skills to conduct quality control analysis of projects and grants.
  5. Proficiency and ability to utilize Microsoft Office Suite and web-based information management tools.
  6. Administrative work experience with the Workforce Innovation and Opportunity Act, Trade Act or any other federal and/or state administered workforce programs.
  7. Administrative work experience with the administrative requirements of State of Illinois grants and the Grant Accountability and Transparency Act.

Conditions of Employment


  1. Requires a valid and current driver's license.
  2. Requires ability to travel.

  4. Requires ability to work at various times outside of normal office hours to meet deadlines.
