Background on NASWA

The National Association of State Workforce Agencies (NASWA) is the national organization representing all 50 state workforce agencies, D.C., and U.S. territories. These agencies deliver training, employment, career, and business services, in addition to administering the unemployment insurance, veteran reemployment, and labor market information programs. NASWA provides policy expertise, shares promising state practices, and promotes state innovation and leadership in workforce development.

The NASWA Policy Team is responsible for supporting the NASWA Policy Committees; advising NASWA and its members on workforce development, unemployment insurance, labor market information, and related program and policy matters; and conducting and communicating legal, research and/or policy analyses related to the programs.

Overview of Position

NASWA is hiring a Policy Manager to join the NASWA policy team. The Policy Manager will join NASWA’s existing policy team supporting NASWA’s Employment & Training, Workforce & Labor Market Information, and other National Policy Committees. These Committees provide state program leaders information sharing opportunities and technical assistance in critical policy areas that directly or indirectly seek to enhance program outreach and engagement, program completion, customer service, and/or labor market outcomes for U.S. learners or jobseekers.

Of particular focus for this position will be activities related to partnerships and systems alignment with state post-secondary systems (such as apprenticeship, higher education, K-12, and CTE systems) and human services and social insurance systems (such as TANF, SNAP, UI, Medicaid, and childcare). This position may also serve as a staff member on matters related to workforce data, including identifying promising practes across workforce systems, as well as all other National policy areas. The role will complement critical work NASWA is conducting to support multi-state data collaboratives and the development of more locally-relevant and timely data products for policymakers, practitioners and customers. The Policy Manager may also lead and/or participate in the development of technical assistance and work on projects related to our National Labor Exchange partnership.

Competencies

Required

  • Policy experience with workforce development programs and the public workforce development system, including workforce data.
  • Knowledge of post-secondary programs and systems.
  • Excellent communications skills, including the ability to present and write complex technical material clearly to various audiences.

Experience Required 

  • Five years or more of related professional work experience, with a focus on workforce development, post-secondary education, and/or workforce data.
  • Experience supporting members in a non-profit association environment, or in federal or state government, highly desired.

Education

  • Required - Bachelor’s degree in public policy, economics, or a related discipline.
  • Preferred - Master’s degree in public policy, economics, or a related discipline.

Job Details

Location: Washington, D.C. metro area or remote

Title: Policy Manager

Report To: There are no direct reports, but the Policy Manager will work with NASWA staff assistants or policy analysts on project work and may lead other NASWA staff on flexible teams for special projects.

Term: This position is supported by a grant for two years with the potential to extend based on the availability of funding.

Salary Range: $80,000-$100,000, commensurate with experience

Travel Requirements: Travel within the U.S. is required approximately six times a year, for three to five days per trip.
