The National Association of State Workforce Agencies (NASWA) is the national organization representing all 50 state workforce agencies, D.C. and U.S. territories. These agencies deliver training, employment, career, and business services, in addition to administering the unemployment insurance (UI), veteran reemployment, and labor market information programs. NASWA provides policy expertise, shares promising state practices, and promotes state innovation and leadership in workforce development.

Background on CESER

The Center for Employment Security Education and Research (CESER) is the leading education, research and information technology center focused on workforce development and unemployment insurance issues offering services to a diverse group of stakeholders, most notably state workforce agencies and their federal partners. This position is partly or wholly funded by CESER.

Brief Position Overview

NASWA is seeking a Communications Specialist to contribute to the development and implementation of a broad-based communication and outreach plan that effectively engages and promotes the work of NASWA with our members and other federal and state stakeholders through all forms of communications and multimedia.

The Communications Specialist will assist the NASWA Communications Director with the development and implementation of outreach and other communication strategies promoting NASWA’s products and services. This includes but is not limited to routine and “special” correspondence, website content, messaging content and quality assurance, communications to states and other stakeholders. The position will work closely with business units to promote programs, projects and products using a multimedia strategy.

These efforts may involve creating and/or editing content, advising task leaders on web messaging, and implementing outreach strategies designed to create awareness and grow website traffic and user engagement.

Roles and Responsibilities

  • Develop and implement outreach and communications campaigns and strategies and monitor their success while ensuring consistent branding and alignment with NASWA's overall branding requirements.
  • Manage the creation and delivery of outreach and communications collateral to ensure it is consistent with NASWA’s communications strategy.
  • Assist in the creation and delivery of monthly publications and social and digital media campaigns.
  • Foster productive working relationships with NASWA Directors and staff, maintain awareness of NASWA products and services, and be attuned to changes in deliverables and expectations in the work performed.
  • Interact and form positive working relationships with program and project leaders.
  • Participate in the development of content and associated materials for NASWA briefings and presentations.
  • Assist in the production and coordination of monthly, quarterly, and annual reports for NASWA’s divisions.
  • Assist in identifying metrics to measure, evaluate, and communicate the success of NASWA programs and products.
  • Other duties as assigned

Required Competencies

  • Ability to successfully plan, organize, and administer creative communication campaigns.
  • Ability to prepare talking points, speeches, presentations, and other supporting materials as needed.
  • Knowledge of communication principles and practices.
  • Ability to communicate through a variety of methods, including orally, in writing, and various forms of media in a clear, concise, and creative manner appropriate to a variety of audiences.
  • Advanced knowledge of English spelling, grammar, and technical editing.
  • Ability to consult with technical project staff, and effectively translate project outcomes and products for appropriate audiences.

  • Ability to oversee or conduct multiple concurrent tasks, operations, or programs.

Required Experience Required

  • At least four years of relevant experience in a similar role.
  • Proven success designing and executing outreach and communications strategies and campaigns
  • Proven success developing and delivering media and social media campaigns.
  • Intermediate to advanced experience in using commonly used communications software (MS Office, Adobe Creative Suite, ConstantContact, social media platforms and schedulers, and media relations platforms such as Cision) and the ability to quickly familiarize with other appropriate software and applications.
  • Previous administration of web content management is preferred.
  • Experience with and knowledge of government services and environments, ideally including familiarity with Workforce Agencies or similar government entities and their related programs is preferred.

 

Education (including credentials, certificates, etc.)

Bachelor's degree from an accredited college in communications, journalism, English, public relations, business administration, or a related field.
