Understanding Priority of Service: Veterans Services Presentation Recap

NASWA Senior Policy Advisor Lori Adams spoke to over 180 Virginia Works personnel on January 14 about two policies that are frequently confused and misunderstood – Veterans Priority of Service and Veterans Preference. Her presentation explained how veterans and eligible spouses are entitled to precedence over non-covered persons in the program known as Priority of Service (POS), what POS means, its history, and who is eligible. Lori also explained how states and local areas can implement POS, the importance and requirement for state and local policies, and described some best practices from states regarding their provision of POS. She explained that POS focuses on delivery of employment services, while Veterans Preference is a hiring policy used by the federal government and some states.
