Paid Family Medical Leave (PFML) Committee Overview
The mission of the PFML Committee is to provide a forum for state paid family and medical leave administrators and staff to
- collaborate
- inform research
- share knowledge
- and address shared challenges
Who can join the PFML Committee?
Paid leave program administrators or their designees, and workforce agency leaders in states without paid leave who are interested in understanding paid leave programs.

PFML Subcommittees and Groups
Subcommittees provide an opportunity for small groups to meet and discuss specific issues and collaborate across states.
- Onboarding and New State Resource Development Subcommittee: This subcommittee focuses on developing resources to support states that are either launching a paid leave program or have recently enacted legislation to establish one. It serves as a hub for guidance, tools, and peer support to help states navigate early implementation stages. New states can submit questions for this group to address here.
- Tax and Contributions Subcommittee: This subcommittee offers a space for contributions and tax staff to discuss issues related to funding paid leave programs. Topics include localization, technology solutions, self-insured planes, premium calculations, and more. Participation is open to contributions staff and other interested personnel.
- Shared Definitions Subcommittee: This group collects definitions for key PFML terms and processes. By discussing terminology and sharing best practices, the subcommittee supports improved understanding of paid leave administration. You can view the ongoing work of this subcommittee here.
- Fraud Detection and Prevention Subcommittee: Designed for staff directly involved in fraud oversight, this subcommittee provides a forum for states to share best practices, discuss emerging threats, and collaborate on strategies to detect and prevent fraud within paid leave programs.
- IRS Guidance Implementation Group: Following the IRS’s initial 2025 guidance, and subsequent transition relief notice, on the taxability of PFML benefits, this group convenes regularly to address implementation challenges, share state approaches, and engage with subject matter experts.

A NASWA member login is required to access member-exclusive resources, including materials related to Paid Family and Medical Leave (PFML). If you don’t yet have an account, you can create one using your government email address or log in here.
Once logged in, navigate to the Paid Family Medical Leave member page. This page houses a variety of tools and information to support your work:

- Resource Tab: Explore the State Paid Leave Navigator, browse past editions of the Paid Leave Policy Bulletin, and find curated resources by subcommittee, along with federal legislation, research, and policy briefs relevant to paid leave.

Join the PFML Committee
NASWA Administrators can submit an email request to appoint staff to the PFML Committees. Please include the appointed staff contact information and specify the NASWA PFML Committee.
