Overview
This position is located in the Office of Unemployment Compensation (OUC), Department of Employment Services (DOES), Tax Division. The incumbent in this position will be a senior manager responsible for leading employer tax operations for the Unemployment Insurance (UI) program, ensuring compliance with federal acceptable levels of performance, and aligning operations with District law. The position oversees employer registration, liability determinations, audits, collections, wage reporting compliance, delinquency enforcement, and performance standards related to misclassification, State Unemployment Tax Act (SUTA) dumping, and federal audit measures.
The incumbent provides strategic leadership to supervisory staff, establishes performance expectations, ensures accountability, and manages budgets, workforce planning, and internal controls to prevent improper rate assignments and fraud. Responsibilities include advising agency leadership on tax rate projections, trust fund solvency, economic trends, and the fiscal impact of legislation; monitoring and projecting trust fund revenue and cash flow needs; coordinating federal reporting; leading modernization and policy initiatives; and representing the agency before legislative bodies, executive leaders, federal officials, and employer stakeholders to ensure the integrity and financial sustainability of the Tax Division, within the District’s UI program.
Duties
- Develops and makes recommendations on a wide range of policies, programs and procedures for the Division of Tax. Incumbent must exercise overall direction, control and coordination of the tax compliance operation.
- Plans, initiates, formulates, executes, directs and controls the agency's entire employer tax accounting and tax enforcement programs. This includes special studies, continuing projects, and the development of workload projections for budget presentation to the U.S. Department of Labor, the Congress, 0MB, and the Council of the District of Columbia.
- Establishes and maintains a tax compliance system that determines employer liability, registers employers, receives and accounts for tax revenues, and audits and collects delinquent taxes.
- Directs the program to promote understanding by employers of the pertinent laws, rules and regulations and to foster good relationships with personnel in all aspects of the department's functions, with particular emphasis on public relations aspects.
