- ETA Aligned Case Management Institute Report
Client: U.S. Department of Labor | Virtual + Participating States | 2021–Present
NASWA is partnering with the U.S. Department of Labor to help states modernize and align their case management systems to better serve jobseekers and employers. Through the Aligned Case Management Institute, NASWA is providing participating states—including New Mexico, Nevada, West Virginia, Massachusetts, Oregon, Louisiana, and New Jersey—with a replicable framework and an on-demand toolkit that addresses shared case management needs across the public workforce system. By supporting greater data interoperability and more holistic service delivery, the project is helping states enhance both operational efficiency and the customer experience.
- Building Capacity for Customer-Centered System Alignment Project
Client: American Public Human Services Association (APHSA) | Nationwide | 2023–2025
In partnership with APHSA, NASWA helped build a national framework to align health, human services, and workforce systems around a more customer-centered approach. Through cross-sector collaboration, NASWA supported early-adopter states by conducting landscape scans and developing customer journey maps that informed a technical assistance plan. This work lays the foundation for long-term systems change, equipping agencies with strategies, tools, and roadmaps to transition toward a more integrated and responsive future.
- Projects Implementation Planning
Client: Indiana Department of Workforce Development | Indiana & Virtual | 2024–2025
Building on a prior partnership, NASWA supported the Indiana Department of Workforce Development in planning the implementation of key service delivery and IT system enhancements tied to Wagner-Peyser and Reemployment Services and Eligibility Assessments (RESEA) programs. This phase resulted in detailed project and communication plans, training strategies, and a one-day in-person Change Management Workshop tailored to agency needs. Additional deliverables included a co-enrollment landscape scan and a feedback loop playbook designed to help the state sustain improvements and engage users through ongoing feedback.
- Indiana Service Delivery Framework Project
Client: Indiana Department of Workforce Development | Indiana & Virtual | 2024
NASWA partnered with the Indiana Department of Workforce Development to assess and modernize service delivery for the state’s Wagner-Peyser and RESEA programs. Through a comprehensive review of business processes, staffing, and technology, NASWA delivered a clear vision for a future-state framework supported by detailed reports, gap analysis, and actionable recommendations. The project produced a suite of deliverables including a current state assessment, redesigned business processes, IT project roadmap, and change management strategies, positioning Indiana for successful short- and long-term modernization efforts.
- Aligned Case Management Project
Client: State of New Mexico | Albuquerque, Deming, Las Cruces & Virtual | 2023–2024
NASWA partnered with the State of New Mexico to assess and improve service delivery across its WIOA programs. Through a comprehensive review of business processes, staffing, and technology, NASWA delivered a gap analysis and strategic recommendations to support the development of an Aligned Case Management System. These insights contributed to the state’s broader workforce planning efforts and aimed to enhance coordination and service delivery for jobseekers across New Mexico.
- System Reinitialization Project
Client: State of New Mexico | Albuquerque & Virtual | 2024
NASWA partnered with the New Mexico Department of Workforce Solutions (NMDWS) to support the successful reinitialization of its case management system. The project focused on ensuring recent system updates to the Workforce Connection Online System (WCOS) were implemented effectively, users and administrators were properly trained, and processes were put in place to manage future enhancements. NASWA provided technical advisory support and subject matter expertise to help optimize system functionality and improve service delivery.
- Employment Modernization and Transformation Project
Client: State of Massachusetts | 2022
NASWA partnered with the Commonwealth of Massachusetts’ Executive Office of Labor and Workforce Development to support the development of a comprehensive modernization strategy. The project focused on reviewing and shaping an open procurement process aimed at transforming business operations, policies, and processes to better meet the evolving needs of the state’s workforce system.
